File Number: 15-683 <br />·Effective January 1, 2018, a three (3%) percent salary increase. <br />·Effective January 1, 2019, a three (3%) percent salary increase. <br />Medical <br />The City’s contribution will be increased as follows: <br />·Employee only + $25 <br />·Employee +1 + $50 <br />·Employee +2 or more + $75 <br />Thereafter, employees will pay 50% of premium increases based on the Kaiser rate. <br />Education Incentive <br />SLPMA members will now be eligible to receive Educational Incentive pay provided <br />employees possess the appropriate certification. <br />·Peace Officer Standards and Training (POST) Supervisor certificate, four (4%) percent <br />of base salary. <br />·POST Management certificate, six (6%) percent of base salary. <br />Longevity <br />SLPMA members will now be eligible to receive Longevity pay after completing the requisite <br />years of continuous service with the City of San Leandro. <br />·Fifteen (15) years City service, two (2%) percent of base salary. <br />·Twenty (20) years City service, four (4%) percent of base salary. <br />·Twenty-five (25) years City service, five (5%) percent of base salary. <br />Management Development Program <br />The management development reimbursement will be increased from $750 to $1,000 per <br />year for reimbursement of career development training, technology, fitness and health <br />expenses. <br />Previous Actions <br />On September 16, 2013, by Resolution No. 2013-123, the City Council approved the prior <br />MOU for the period January 1, 2013 through June 30, 2015. <br />Fiscal Impacts <br />The MOU is effective July 1, 2015 but the financial terms of the MOU will go into effect <br />January 1, 2016. The total increased cost over the life of the MOU is approximately $802,000, <br />which primarily represents the 3% wage increase each year and the implementation of the <br />Education Incentive and Longevity pays. The financial impact is approximately $96,000 in the <br />first year (FY 2015-16); $194,000 in the second year (FY 2016-17); $199,000 in the third year <br />(FY 2017-18); $207,000 in the fourth year (FY 2018-19); and $106,000 in the final year (FY <br />2019-20) for the six months ending December 31, 2019. <br />ATTACHMENT <br />·Memorandum of Understanding (MOU) between the City of San Leandro and San Leandro <br />Police Management Association (SLPMA) <br />Page 2 City of San Leandro Printed on 12/15/2015
