City of San Leandro <br />Meeting Date: December 21, 2015 <br />Staff Report <br />Agenda Section:File Number:15-699 CONSENT CALENDAR <br />Agenda Number:8.M. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Increasing the $25,000 Reward to $50,000 for <br />the Identification Leading to the Criminal Charging of the Individual(s) Involved <br />in the Homicide of Joel Ramirez, a San Leandro Resident, on December 14, <br />2014 at 444 Kenilworth Avenue and Approving an Appropriation of General <br />Fund Economic Uncertainty Reserves to Fund the $50,000 Reward <br />RECOMMENDATIONS <br />Staff recommends that the City Council approves the resolution authorizing an increase of <br />$25,000, for a total reward of $50,000, for information leading to the identification and criminal <br />charging of individual(s) involved in the homicide of Joel Ramirez, a San Leandro resident, on <br />December 14, 2014 at 444 Kenilworth Ave and that the City Council approves the <br />appropriation of General Fund economic uncertainty reserves to fund the $50,000 reward. <br />BACKGROUND <br />Analysis <br />On December 14, 2014, 21 year-old Joel Ramirez of San Leandro returned to his residence at <br />444 Kenilworth Ave. He was shot and killed while seated in his vehicle, which was parked in <br />the driveway of the residence. Rewards providing information leading to the identification and <br />arrest of persons responsible for violent crimes occurring in San Leandro have been offered in <br />the past and have proven successful. In order to assist the San Leandro Police Department <br />in the successful resolution of this case, staff recommends a reward of $50,000 for <br />information leading to the identification and criminal charging of the individual(s) who <br />committed this violent crime. <br />Since the February 17th, 2015 meeting where the original reward was approved by Council, <br />no person(s) has met the requirements to receive the $25,000 reward. Staff believes an <br />increase to $50,000 could motivate someone to come forward with additional information <br />material to the case. <br />Page 1 City of San Leandro Printed on 12/15/2015
