City of San Leandro <br />Meeting Date: January 19, 2016 <br />Staff Report <br />Agenda Section:File Number:15-709 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving a Consulting Services Agreement with <br />Towill, Inc. for Surveying Services on the Water Pollution Control Plant <br />Asphalt Replacement Project, Project 2015.0260 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of an agreement with Towill, Inc. for surveying services on the <br />Water Pollution Control Plant (WPCP) Asphalt Replacement project. <br />BACKGROUND <br />The WPCP has been in service for over 70 years and many of its components were recently <br />replaced or upgraded over the past three years as a part of the WPCP Rehabilitation Project. <br />A portion of the asphalt paving at the WPCP was planned for replacement upon completion of <br />the Rehabilitation Project and a portion is at the end of its useful life and needs to be <br />replaced. <br />A topographic survey to document locations and elevations of existing improvements including <br />underground utilities is required before elevations and slopes of new paving can be <br />determined. Additionally, a topographic survey of the eastern end of the canal that bounds <br />the WPCP to the south is needed to evaluate what actions are necessary to keep water from <br />the San Francisco Bay from entering the site under flood conditions. <br />Finally, a measure of the volume of dirt stockpiled and available for re-use on site is needed <br />to accurately describe the extent of work to be done on the WPCP dirt relocation project. <br />Analysis <br />A Request for Proposals was issued for this work and two responses were received. The <br />selected consultant, Towill, Inc. has the necessary experience and moreover has recently <br />completed similar work for the WPCP Rehabilitation project.
