EXHIBIT A
SCOPE OF SERVICES
Project Description:
The City has a project to replace approximately 12,300 square yards of AC pavement at the Water Pollution
Control Plant (WPCP) at 3000 Davis St, San Leandro, CA. Work will include new aggregate base as well
regrading required to improve storm drainage and transitions to existing improvements.
Additionally, the City has a project to create an equipment pad by partially filling an old polishing pond with
earth that is currently stockpiled on site.
Finally, the City is interested in documenting existing topography and grades on the north side of the slough
that connects Davis Street with the San Francisco Bay for the purpose of determining work necessary to
reduce the risk of Bay water overtopping the bank of the slough.
Scope of Work:
The Consultant shall prepare a topographic survey that will facilitate design of the new pavement, document
the volume of soil in the stockpile, and document the height, width, and location of existing improvements along
a portion of the north side of the slough. Areas to be surveyed are shown in figure 1.
The Consultant's scope of work includes the following tasks:
Task 1 —Preparatory Work
1) Review City provided information and attend an initial meeting with City staff in person or by phone
to verify scope of work and project approach and to review any modifications that may result in cost
saving.
2) Perform an overall site visit prior to start of work.
3) Perform general project administration.
Task 2—Topographic Mapping
1) Measure topographic features such as top and toes of slopes, grade breaks and at intervals of
approximately 25 feet.
2) Measure features within the project area such as curbs, walks, driveways, structures, trees, edges
of pavement, edges of slabs, and high and low points.
3) Measure all utility structures within the project areas such as poles, manholes, catch basins, vaults,
valves, meters, process facilities, and fire hydrants.
4) Provide underground field utility locating services for area of AC paving. Three 8-hours days are
included for this task.
Consulting Services Agreement between City of San Leandro and Towill, Inc.
for WPCP AC Pavement Rehabilitation Exhibit A—Page 1 of 3
