Just such an act was perpetrated in the early morning of December <br />14, 2014 when Joel Ramirez, a 21 year-old San Leandro resident, was killed while seated in <br />his car in the driveway of his residence at 444 Kenilworth Avenue; and <br />WHEREAS, a City is authorized by Government Code section 53069.5 to offer and pay <br />a reward for information leading to the determination of the identity and the apprehension of, <br />any person whose willful misconduct results in injury or death to any person or who willfully <br />damages or destroys any property; and <br />WHEREAS, since the February 17th, 2015 meeting where the original reward was <br />approved by Council, no person(s) has met the requirements to receive the $25,000 reward. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1.The City Council of the City of San Leandro hereby offers to pay a reward of <br />$_______ to any person(s) who provides information leading to the determination of the <br />identity of, the apprehension of, and the criminal charging of any person(s), whose willful <br />misconduct resulted in the homicide of Joel Ramirez, a San Leandro resident, on December <br />14, 2014. The reward will be paid upon verification that a factual report was made to law <br />enforcement officials, which leads to the identity and criminal charging of the person(s) <br />responsible for the crime. If more than one person provides factual information to law <br />enforcement officials, which leads to the identity and criminal charging of the person(s) <br />responsible for the crime, the reward will be paid to the person who provides information to <br />Page 1 City of San Leandro Printed on 1/26/2016
