Facilities and Transportation Committee <br />Tuesday, January 5, 2016 <br /> <br />Bay Fair TOD Specific Plan Update <br />I.Project Overview <br />a.2014 <br />i.City awarded MTC/ABAG Planning grant for Bay Fair TOD Specific Plan in 2014 <br />ii.City approved a memo of understanding (MOU) with project partners BART, <br />Madison Marquette and Alameda County to outline mutual goals & duties <br />b.2015 <br />i.City selected (through a competitive process) and approved a contract with <br />Raimi + Associates as lead planning consultant for the Bay Fair TOD Specific Plan <br /> <br />II.Progress to Date <br />i.Project area tour & preparatory meetings with City staff, R+A & project partners <br />ii.Bay Fair TOD Specific Plan Overview to City Council & Planning Commission <br />iii.Gathering of existing conditions data (i.e., demographics, market analysis, <br />infrastructure, etc.) and preparation of draft documents (such as maps and <br />community involvement strategy) <br /> <br />III.Community Advisory Committee (CAC) Update – 21 members (including 4 unincorporated <br />County members) <br />a.CAC application process opened from November 5 – December 3 <br />61 applications received - 44 applications from City residents/businesses, 16 from <br />unincorporated County, and 1 from Oakland <br />b.CAC Ad Hoc Selection Committee (Mayor Cutter & Councilmember Reed) met on <br />December 15 to review applications & make preliminary recommendations. <br />Alameda County Supervisors Chan and Miley’s Offices provided input on nominees for <br />the 4 CAC slots for County representatives, of which there will be two from each <br />Supervisor’s District. <br />c. <br />Selection criteria included: <br />At least one representative per City Council District & At Large <br />Diversity (e.g., race/ethnicity, gender) <br />Business representation <br />Resident representation <br />Regional/local stakeholder groups (e.g., community organizations, business <br />associations, local property owners) <br />City Boards/Commissions <br />Professional/technical expertise <br /> <br />IV.Technical Advisory Committee (TAC) Update – 10 members representing: <br />City Community Development <br />City Engineering/Transportation <br />BART <br />Alameda County Planning <br />Alameda County Flood Control District <br /> <br />
