Proper maintenance of landscaping, with minimal pesticide use, shall be the <br /> responsibility of the property owner. <br /> 9. Irrigation shall be appropriate to the water requirements of the selected plants. <br /> Irrigation system shall automatically adjust for weather conditions. <br /> 10. Applicant shall select pest- and disease-resistant plants. <br /> 11. Applicant shall plant a diversity of species to prevent a potential pest infestation <br /> from affecting the entire landscaping plan. <br /> 12. Applicant shall plant "insectary" plants in the landscaping to attract and keep <br /> beneficial insects. <br /> 13. Pool (including swimming pools, hot tubs, spas and fountains) discharge drains <br /> shall not be connected directly to the storm drain or sanitary sewer system. <br /> 14. Storage areas containing non-hazardous liquids shall be covered by a roof and <br /> drain to the sanitary sewer system, and be contained by berms, dikes, liners, <br /> vaults or similar spill containment devices. <br /> AA. During construction the following high standards for sanitation shall be required: <br /> Garbage cans, construction dumpsters, and debris piles shall be removed on a minimum <br /> weekly basis. All food related trash items such as wrappers, cans, bottles, and food <br /> scraps shall be disposed of in closed containers only and shall be regularly removed <br /> from the site. The applicant shall construct stabilized gravel entrance per City Standard <br /> Detail Drawing No. 606. Inspections, conducted as part of the regular construction <br /> compliance, will be conducted to ensure compliance of the applicant and contractors <br /> with this requirement. <br /> VI. ENVIRONMENTAL SERVICES REQUIREMENTS <br /> A. All fees and charges related to Environmental Services programs shall be paid promptly <br /> in full. Failure to keep accounts current shall be grounds for revocation of the Site Plan <br /> Review permit. <br /> B. Discharge of anything other than rainwater to the stormwater collection system, which <br /> includes area drains, sidewalks, parking areas, street curb and gutter, shall be <br /> prohibited. <br /> C. The elimination of exposure of materials, processes or equipment to the maximum <br /> extent practicable shall be required to prevent contamination of rainwater. Exposures <br /> that cannot be eliminated require use of Best Management Practices (BMPs), both <br /> engineered and administrative, to prevent remaining exposures from impacting <br /> rainwater runoff. <br /> D. Sites subject to installation of structural stormwater treatment BMPs per section C3 of <br /> the Municipal Regional Permit shall complete a Stormwater Structural Treatment BMP <br /> Operation & Maintenance agreement with the City. The agreement shall be submitted <br /> to the City's Engineering Department prior to finaling of the grading permit. Change of <br /> property owners association, management, operator, maintenance contractor, structural <br /> treatment, the Operation and Management Plan (O&M Plan), or any other information <br /> contained in the agreement shall be provided to the City by submittal of a revised <br /> Agreement to Conditions January 4,2016 <br /> PLN15-0046 Page 9 of 13 <br />
