City of San Leandro <br />Meeting Date: May 2, 2016 <br />Staff Report <br />Agenda Section:File Number:16-201 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Resolution Authorizing the Submittal of an Application to the <br />Department of Resources Recycling and Recovery for the Beverage <br />Container Recycling City and County Payment Program <br />SUMMARY AND RECOMMENDATIONS <br />Pursuant to the California Beverage Container and Recycling and Litter Reduction Act, the <br />Department of Resources Recycling and Recovery (CalRecycle) is required to distribute funds <br />to eligible cities for beverage container recycling and litter cleanup activities. <br />Staff recommends that the City Council approve the attached resolution which will allow the <br />City to apply for future Beverage Container Recycling City and County Payment Program <br />funds. The resolution designates the Public Works Director the authority to implement and <br />carry out the purposes specified in the funding request. <br />BACKGROUND <br />The Department of Resources Recycling and Recovery (CalRecycle) administers the <br />California Beverage Container Recycling and Litter Reduction Act (Act), which appropriates <br />funds to cities and counties for beverage container recycling and litter cleanup activities. The <br />fundamental goal of the Act is to reach and maintain high recycling rates for all California <br />Refund Value beverage containers - aluminum, glass, plastic and bi-metal, thereby reducing <br />the beverage container component of litter in the State. <br />Awards from previous Beverage Container Recycling City and County Payment Program <br />(Payment Program) grants have been used to fund public education outreach pieces that <br />promote beverage container recycling, in addition to funding the purchase of recycling <br />containers for parks, City facilities and small businesses. The Payment Program has also <br />been the primary source of funding for litter abatement activities on Interstate 880. The <br />highway is cleaned four times per month, north and southbound between the Floresta <br />Boulevard overcrossing and the Davis Street exit, including the Marina Boulevard and Davis <br />Page 1 City of San Leandro Printed on 4/26/2016
