City of San Leandro <br />Meeting Date: May 2, 2016 <br />aAt� Staff Report <br />File Number: 16-097 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.H. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Accepting the Work of the Water Pollution <br />Control Plant Rehabilitation Project, Project No. 08-593-52-239 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing <br />the City Manager to release the performance and payment bonds, and upon completion to the <br />satisfaction of the City Engineer of the one-year maintenance period, to release the <br />maintenance bond for the subject project. <br />BACKGROUND <br />The City owns and operates a sewage treatment facility on twelve acres of land known as the <br />Water Pollution Control Plant (WPCP) located at 3000 Davis Street. This facility treats <br />residential, commercial, and industrial wastewater from two-thirds of the City before it is <br />transferred to the East Bay Dischargers Authority and ultimately pumped to the San Francisco <br />Bay. The plant operates under a permit from the Regional Water Quality Control Board and is <br />authorized to treat up to 7.6 million gallons per day (mgd) average dry weather flow and 22.3 <br />mgd average wet weather flow. <br />The WPCP was originally constructed circa 1938, and a major expansion was done in 1970 to <br />keep up with changing wastewater regulations. A comprehensive condition and process study <br />was done in 2005 that identified maintenance, replacements, and upgrades necessary to <br />maintain treatment capacity, increase redundancy, and improve reliability. <br />From the 2005 study, the following work was included in the WPCP Rehabilitation project: <br />Construction of the following new facilities <br />Primary Clarifier <br />2.
