File Number: 16-171 <br />Previous Actions <br />·On February 7, 2011, the City Council adopted the current Bicycle and Pedestrian Master <br />Plan. <br />·On April 6, 2015, by Resolution No. 2015-072, the City Council awarded the construction <br />contract for the San Leandro Bikeway East Improvements Project, Project No. 2013.0160. <br />Applicable General Plan Policies <br />This action is consistent with Bicycle and Pedestrian Circulation Goal No. 14 of the General <br />Plan and Action Item 14.01-A: Maintain and implement a Citywide Bikeway Plan <br />Environmental Review <br />This project is categorically exempt from California Environmental Quality Act (CEQA) per <br />Section 15301 - Existing Facilities. The Notice of Exemption was filed with the Alameda <br />County Recorder’s Office on November 7, 2014. <br />Fiscal Impacts <br />The total project cost is $370,940, which includes design, construction, and construction <br />management. The total cost includes $32,026 of bikeway striping and signage constructed by <br />American Asphalt under the 2014-15 Annual Street Sealing contract. <br /> Details on the construction contract with Chrisp Company can be found below: <br />Original Purchase Order Amount: $180,359 <br />Total Contract Change Orders:$ 303 <br />Final Contract Amount:$180,662 <br />The construction bids for this project came in lower than expected, and the budget surplus <br />was used to help fund other projects related to pedestrian improvements as follows: <br />$31,000 for the Hesperian Springlake Railroad Crossing Improvements Project <br />$120,000 for the APS (Accessible Pedestrian Signals) Project <br />Budget Authority <br />1)$500,940.00 - Measure B Funds, Bikeway Network East Construction, Account No. 144 <br />-36-299, allocated as part of the FY 2012-13 budget <br />3)$46,800.00 - Measure B Funds, Annual Bicycle and Pedestrian Improvements, <br />Account No. 144-36-298, which is a portion of the $60,000 allocated as part of the FY <br />2011-12 budget <br />ATTACHMENTS <br />·Post-construction photographs - San Leandro Bikeway East Improvements <br />·San Leandro Bicycle Map - 3/28/2016 <br />Page 2 City of San Leandro Printed on 4/26/2016
