(Non-profit <br /> fundraising events will be charged for actual operating costs, <br /> including staffing,utilities and security). <br /> --Group Eligibility C: Non-San Leandro Non-profit organizations which serve San <br /> Leandro residents. (Use of high-demand facilities limited to twice <br /> per year.
