File Number: 16-209 <br />The project did not incorporate new pedestrian level street lights as was originally envisioned <br />due to the desire to construct the project within budget. To mitigate the change, the existing <br />street lights were upgraded with brighter bulbs to provide improved levels of illumination and <br />staff continues to explore grant sources for installation of the pedestrian level lights in the <br />future. <br />Analysis <br />Construction is complete. The work was inspected and deemed to comply with the contract <br />documents and City standards. <br />With the successful implementation of this project, the City has improved the pedestrian <br />environment on this major pedestrian corridor between Downtown San Leandro and the San <br />Leandro BART station. In addition, the successful completion of this project has also <br />advanced City’s vision in the TOD strategy, as well as the directives of the San Leandro <br />Bicycle and Pedestrian Master Plan. <br />Previous Actions <br />·On April 18, 2016, by Resolution No. 2016-045, the City Council approved an additional <br />appropriation of $60,000 from the Measure B Bicycle and Pedestrian fund in account 144- <br />36-294. <br />·On September 18, 2015, by Resolution No. 2015-153, the City Council authorized the City <br />Manager to negotiate and approve individual change orders up to 10% of the original <br />contract amount; and authorized the City Manager to negotiate and approve cumulative <br />change orders up to 25% of the original contract amount for existing construction projects, <br />including West Juana Pedestrian Improvements. <br />·On June 1, 2015 by Resolution No. 2015-102, the City Council awarded the construction <br />contract to McGuire and Hester. <br />·On April 20, 2015 by Resolution No. 2015-081, the City Council requested RM2 grant <br />funds for the construction phase of this project. <br />·On September 14, 2014 by Resolution No. 2014-100, the City Council authorized the City <br />Manager’s Execution of a Grant Funding Agreement for Transportation Fund for Clean Air <br />(TFCA) funding and the City’s commitment to install bicycle lockers at the San Leandro <br />BART station. <br />·On October 7, 2013 by Resolution No. 2013-131, the City Council made a commitment to <br />the grant terms, approved a project status report, and requested Regional Measure 2 <br />(RM2) grant funds for the design phase of this project. <br />·On June 17, 2013 by Resolution No. 2013-087, the City Council authorized the City <br />Manager’s Execution of a Grant Funding Agreement for Measure B Funding, Committing <br />the City to Spend the Necessary Matching Funds and Providing City Assurance to <br />Complete the West Juana Pedestrian Improvements Project. <br />Page 2 City of San Leandro Printed on 6/1/2016
