The approved MOU outlines the assistance <br /> to be provided by the Agency and Ford's obligation to relocate Chovanes Ford and construct a new <br /> dealership. Final approval of the Agency's assistance was contingent upon required environmental <br /> review, community outreach and preparation and execution of an Owner Participation Agreement <br /> (OPA). <br /> The required environmental review and community outreach have been concluded and an OPA has <br /> been prepared and is attached for the Agency's review and approval. It is recommended that the <br /> Agency approved the attached OPA so that Ford Leasing Development Company can complete <br /> acquisition of the site and construct a new showroom facility to accommodate the relocation of the <br /> Chovanes dealership to the Marina Square Auto Center. <br /> BACKGROUND <br /> Over the past four years, the City and Agency have been participating in the development of the <br /> Marina Square Auto Center. To encourage new car sales on key properties along Marina Boulevard, <br /> the City adopted an S-Overlay that requires new development along Marina between San Leandro <br /> Boulevard and the 880 Freeway to be compatible with new car sales or regional retail sales. 1111 <br /> 3atL <br />
