i
APPROVED AND
SAN LEANDRO FORWARDED
REDEVELOPMENT AGENCY TO REDEVELOPMENT
STAFF REPORT AGENCY S l
87*2' I'
P000— Jo_
Jo Jermanis
Exe ive Director
DATE: February 29, 2000
TO: John Jermanis, Executive Director
FROM: Don Fleming, Interim Development Services Director
BY: Debbie Potter, Redevelopment Administrator
SUBJECT: Resolution of the San Leandro Redevelopment Agency of the City of San Leandro
Approving an Owner Participation Agreement with Ford Leasing Development
Company for Development of 1111 Marina Boulevard(APN 77A-0648-023-01)into
a New Automobile Dealership
SUMMARY AND RECOMMENDATION
On November 15, 1999, the Redevelopment Agency approved a Memorandum of Understanding
(MOU)with Ford Motor Company for acquisition and development of the property located at 1111
Marina Boulevard(the former Safeway preserves plant). The approved MOU outlines the assistance
to be provided by the Agency and Ford's obligation to relocate Chovanes Ford and construct a new
dealership. Final approval of the Agency's assistance was contingent upon required environmental
review, community outreach and preparation and execution of an Owner Participation Agreement
(OPA).
The required environmental review and community outreach have been concluded and an OPA has
been prepared and is attached for the Agency's review and approval. It is recommended that the
Agency approved the attached OPA so that Ford Leasing Development Company can complete
acquisition of the site and construct a new showroom facility to accommodate the relocation of the
Chovanes dealership to the Marina Square Auto Center.
BACKGROUND
Over the past four years, the City and Agency have been participating in the development of the
Marina Square Auto Center. To encourage new car sales on key properties along Marina Boulevard,
the City adopted an S-Overlay that requires new development along Marina between San Leandro
Boulevard and the 880 Freeway to be compatible with new car sales or regional retail sales. 1111
3atL
