Planning Commission DOFT/UNAPPROVED Awry 24, 2000 <br /> Minute No. 2000-04 (Excerpt) Page 1 of 16 <br /> Item 6: Informal Hearings <br /> (a) Informal Design Review: Ford Motor Company Retail <br /> Facility (Chovanes Ford Relocation) 1111 Marina Boulevard. <br /> [Norm Weisbrod, Associate City Planner; Debbie Potter, <br /> Redevelopment Administrator] <br /> Secretary Hom said the proposed project would relocate the existing Chovanes Ford <br /> dealership to a new location on Marina Boulevard. He said the dealership is an allowed <br /> use under the redevelopment plan and would be subject to an owner participation <br /> agreement (OPA). He said staff had recommended conditions of approval for inclusion <br /> in the OPA. <br /> Commissioner Demirjian asked if the matter would return for an additional formal <br /> hearing. <br /> Secretary Hom said it would not. He said it was the policy of the City to bring <br /> Redevelopment Agency projects to the Planning Commission for an informal design <br /> review prior to final referral of the project to the Redevelopment Agency. He noted that <br /> the informal hearing was not required by statute and notice was also not required. He <br /> said the informal hearing was an opportunity for the Planning Commission to provide <br /> comments and any recommendations to the Redevelopment Agency. <br /> Associate City Planner Weisbrod said the subject 5.77 acre property is the former site <br /> of the Safeway Preserve Plant at Marina Boulevard and Teagarden. The site is adjacent <br /> to the Marina Square Shopping Center, Peterson Tractor, the San Leandro High playing <br /> fields, and, across Marina Boulevard, other new car dealerships. He noted that the <br /> proposed Ford dealership was a permitted use in a joint redevelopment area that had been <br /> approved seven years previously. He said a new car dealership was also a permitted use <br /> in the underlying general industrial zone. He said the Planning Commission's role was <br /> primarily to review the project design including parking, the architectural design, <br /> landscaping, and setbacks. He said the existing buildings would be demolished with the <br /> exception of one newer metal building of 33,000 square feet toward the rear of the <br /> property that would be retained. This building would be utilized primarily to house the <br /> service department and service bays. He said a new building, totaling 12,000 square <br /> feet,would include a show room on the ground floor and a partial second floor containing <br /> offices. This building would have adjacent to it an outside patio area for displaying new <br /> cars, and there would be other areas for display of new cars along the frontage of the <br /> property facing Marina Boulevard. <br /> 341 <br />
