Section 5. City Rights <br /> The rights of the City include, but are not limited to, the exclusive right to determine the <br /> mission of its constituent departments, commissions and boards; set standards of service; <br /> determine the procedures and standards of selection for employment and promotion; direct its <br /> employees; take disciplinary action; relieve its employees from duty because of lack of work or <br /> for other legitimate reasons; maintain the efficiency of governmental operations; determine the <br /> methods, means and personnel by which government operations are to be conducted; determine <br /> the content of job classifications; take all necessary actions to carry out its mission in <br /> emergencies; and exercise complete control and discretion over its organization and the <br /> technology of performing its work, except as modified by other provisions in this Memorandum <br /> of Understanding. <br /> Section 6. Pay and Classification <br /> 6.1 The recognized classifications and those rates of pay which are to be effective during the period <br /> of this Memorandum of Understanding are enumerated in Appendix "A" which is attached <br /> hereto and made a part hereof. <br /> The appendix reflects wage adjustments as follows: <br /> A three (3%)percent across the salary schedule increase effective January 1, 2016. <br /> A three (3%)percent across the salary schedule increase effective January 1, 2017. <br /> A three (3%) percent across the salary schedule increase effective January 1, 2018. <br /> A three (3%)percent across the salary schedule increase effective January 1, 2019. <br /> A three (3%)percent across the salary schedule increase effective January 1, 2020. <br /> Section 7. Annual Vacation Leave <br /> 7.1 The purpose of annual vacation leave is to enable each eligible employee to return to work <br /> physically and mentally refreshed. In the administration of this section, administrative <br /> personnel shall be guided by this stated purpose. The time at which an employee shall take <br /> vacation leave during the calendar year shall be determined with due regard for wishes of the <br /> employee, and particular regard for the needs of the department. In the event one (1) or more <br /> municipal holidays falls within a vacation leave, such days shall not be charged as vacation <br /> leave and the vacation leave shall be extended accordingly for those employees eligible for such <br /> holidays. <br /> Employees may accumulate vacation leave up to a maximum of two (2) years vacation accrual. <br /> An additional year may be accumulated with Department Head approval. Such approval shall <br /> be recorded in the employee's personnel file. An employee who fails to take accrued vacation <br /> leave within the time herein prescribed shall lose such accrued vacation leave. The additional <br /> year accrual maximum will expire after 12 months, at which time the maximum will return to <br /> two (2) years. <br /> 6 <br />
