Statement of Qualifications and Interest <br />A-1 Building Solutions for Municipalities <br /> <br />Company Overview <br /> <br />TRB+ As sociates, Inc. (TRB+) is a San Ramon based Building & Fire Life Safety Services firm which <br />provides Plan Review, Inspection, Building Department Administration, Delegate Chief Building Official, CASP <br />Consulting, and Electronic Plan Review Solutions services. Our more than 30 team members have an <br />average of 25 years of experience in the Architecture-Engineering-Construction industry, encompassing <br />building safety services across the full range of code disciplines. Having this level of experience and industry <br />involvement, we can offer the right depth and breadth of expertise to meet the City of Leandro’s building safety <br />needs. <br /> <br />The TRB+ Corporation was established in 2006 and has been a growing business over the past nine years. <br />We provide services to clients throughout the San Francisco Bay Area and beyond. <br /> <br />Firm Principal <br /> <br />Todd Bailey, P.E., LEED AP, CASp, MBA, is the Founder and Principal of TRB + Associates, Inc. Todd is a <br />registered professional engineer with over twenty years of experience in the Architecture/Engineering/ <br />Construction industry encompassing business development, project management, plan review, engineering <br />design, structural and non-structural building code interpretation, permit center administration, and litigation <br />support. He has extensive experience working with architects, engineers, contractors, building departments <br />and other regulatory authorities to ensure compliance to adopted Building Code Standards and local <br />ordinances. <br /> <br />Todd has provided plan review and oversight services to over thirty jurisdictions as a consultant, and spent <br />three years with the City of Concord performing architectural, structural, energy conservation and disabled <br />access reviews for residential, commercial, and industrial structures. <br /> <br />Todd is also approved as a Delegate Chief Building Official for the California Energy Commission (1 of only 5 <br />in the State) responsible for verifying new power project conformance to engineering construction codes on <br />behalf of the California Energy Commission. Todd is also a Past President for the East Bay Chapter of ICC <br />(2009). <br /> <br />In addition, Todd worked with Joint Venture Silicon Valley on the Smart Permits project which helped set the <br />foundation for Internet-enabled local governments in the permitting arena in the late 1990s. He also co- <br />developed award-winning electronic plan review solutions which have reduced process costs and the <br />generation of paper waste. <br /> <br />Todd’s experience also includes serving as a project manager on several construction dispute resolution <br />projects while with the firm of Deloitte & Touche. In this role, he was responsible for coordinating the review of <br />project construction documents, construction schedules, contractor and client correspondence, change orders, <br />procurement practices, materials controls, and construction management practices to assess construction <br />claims. <br /> <br />Todd holds an MBA degree from the Walter Haas School of Business at the University of California Berkeley <br />and a B.S. degree with honors in Civil Engineering from the University of California Davis. <br />Todd Bailey’s technical experience and qualifications are further highlighted in his resume included in Section <br />C of this proposal. <br /> <br />City of San Leandro | Building Plan Check Services
