FIVE <br /> Page 8 <br /> enhancement of the North Marsh,the Bunker Marsh, and the East Marsh located at <br /> Robert's Landing in San Leandro, Alameda County. The plan and program shall <br /> contain the following; <br /> a. Site Conditions and Modifications. A topographic map of the site in one-foot <br /> contours and a topographic map showing the proposed modifications. All <br /> elevations shall be relative to National Geodetic Vertical Datum (NGVD). The <br /> map shall include typical cross-sections showing proposed elevation of marsh <br /> plain, any channels, and any high spots. The map shall show figures for the ratios <br /> of typical horizontal to vertical slopes for existing and proposed levees, channels, <br /> and sloughs. The map shall show proposed plant species along the cross-sections <br /> according to their expected zone of growth. The map shall include or a separate <br /> map shall show the vicinity including storm drains,the elevation of adjacent <br /> surrounding properties, and the limit of the 100-year flood. The vicinity map <br /> shall include figures for the estimated tidal range related to Mean Higher High <br /> Water, Mean High Water, Mean Lower Low Water, Mean Sea Level, the <br /> maximum predicted tide, and the 100-year tide. <br /> b. Tidal Culverts. For any tidal culverts the program shall show calculations for <br /> determining the size of any culvert or pipe to be installed, including any tide <br /> control structure to be installed to control the amount of water entering at <br /> various tidal stages. The program shall indicate the amount of any cut and fill <br /> activities,the amount of material to be placed to strengthen the levee, and the <br /> expected tidal exchange. The expected tidal range shall indicate predicted <br /> expectations both inside and outside the culvert. If plants will be used to protect <br /> the levees around the culverts from erosion or undercutting, the program shall <br /> specify the type of plants to be used. If plants will not be used, the program shall <br /> describe how the culverts will be protected from erosion and undercutting. If <br /> any inlet-outlet structure is to be used, the program shall include a detailed <br /> drawing of such structure(s) with a schedule of operation, inspection and <br /> maintenance. <br /> c. Soil and Water Information.The program shall include a report identifying the <br /> type of soils found at the site and the soil type of any fill to be imported to the <br /> site. Information shall be provided on the quantitative soil measurements of <br /> salinity, pH, organic content, and bulk density. Information shall also be provided <br /> on the water, including water analysis of salinity, pH, biochemical oxygen <br /> demand (BOD), dissolved oxygen (DO), and, if appropriate, heavy metals. <br />
