E. Prior to'installation of any public pay telephone(s) on the property, the location, details and specifications shall be submitted concurrently, to the City Police Department and the City Community Development Department. After review of the said submittal the City may approve or disapprove the proposal for the public pay telephone(s). X. FENCING AND/OR SCREENING REQUIREMENTS A. Any new electrical or gas meters, utility switch boxes, telephone, interface cabinets, outdoor refuse, storage areas or other utility areas shall be screened from view by a fence, wall or landscaping; details subject to the approval of the Zoning Enforcement Official. B. Any new roof top or exterior mechanical equipment for the building such as air conditioning/heating units, venting, or radio/television antennas shall be screened from view so as not to be visible from adjacent properties or streets to the satisfaction of the Zoning Enforcement Official. C. Dumpsters shall remain inside the trash enclosure at all times with the exception of emptying by the disposal company. D. Gates to the refuse area shall be closed except when necessary to move out the dumpster or deposit trash from garbage receptacles. E. A minimum of six trash receptacles shall be placed in front of the store and at the customer parking areas on the site. The location and details of the garbage receptacles shall be submitted to the Zoning Enforcement Official for review and approval. Said trash receptacles shall be emptied on at least a daily basis and shall not be allowed to overflow. F. No barbed wire or ribbon wire shall be installed on any wall, fence or building on the property. G. The mobile food vending truck shall be parked in the easterly rear area enclosed by the combination of site walls and the rolling gate. XI. GENERAL REQUIREMENTS A. Prior to the issuance of any building permits, applicant shall pay any applicable school mitigation fees as determined by the San Lorenzo Unified School District. B. There shall be no outside storage of any type in loading or parking stalls, including but not limited to trailers, storage containers, or restaurant supplies. Those areas shall be kept free of obstruction and available for their designated use at all times. C. No temporary or unauthorized signs including but not limited to banners, balloons, streamers and pennants shall be placed on the property, unless approved by the City under a Special Event Permit.
