However, the City would <br />be glad to discuss this idea with the District. <br />A02 7/11/2016 <br />Patricia Maurice, District Branch Chief, Local Development – Intergovernmental Review, <br />State of California Department of Transportation, District 4, Office of Transit and <br />Community Planning <br /> <br />A02-01 Thank you for including the California Department of Transportation (Caltrans) in the <br />environmental review process for the San Leandro General Plan Update. The new <br />Caltrans mission, vision, and goals signal a modernization of our approach to California's <br />transportation system, in which we seek to reduce statewide vehicle miles traveled <br />(VMT) by 15 percent by 2020 and increase non-auto modes of active transportation. <br />Caltrans plans to increase non-auto mode shares by 2020 through tripling bicycle, and <br />doubling pedestrian and transit trips. These targets also support the Metropolitan <br />Transportation Commission's (MTC) Regional Transportation Plan/Sustainable <br />Communities Strategy (RTP/SCS), which promotes the increase of non-auto mode shares <br />by ten percentage points and a decrease in automobile VMT per capita by ten percent. <br />The following comments are based on the Revised Draft Environmental Impact Report <br />(RDEIR). <br /> <br />Project Understanding <br />The proposed general plan update would replace the existing General Plan for the City of <br />San Leandro, which was last comprehensively updated in 2002. The planning horizon for <br />the proposed plan is 2035. The overall purpose of the General Plan is to create a policy <br />framework that articulates a vision for long term physical form and development, while <br />preserving and enhancing the quality of life for San Leandro’s residents. The proposed <br />plan does not include any specific development. The project also includes amendments <br />to the Zoning Code and zoning map to bring these regulatory documents into <br />conformance to the updated general plan. <br /> <br />The majority of proposed changes to the General Plan land use map consist of the re- <br />The comment provides background information regarding Caltrans and the project. <br />The comment does not state a specific concern or question regarding the <br />sufficiency of the analysis contained in the Draft EIR, nor does the comment raise a <br />new environmental issue. Regarding the request for information regarding fair <br />share contribution and financing, costs associated with implementation of <br />mitigation measures outlined in an EIR do not fall under the purview of CEQA. <br />Therefore, estimates of potential costs of improvements necessitated by the <br />proposed project have not been prepared. However, the City has an active <br />development impact fee program,and plans to begin updating its Development Fee <br />for Street Improvement after the proposed San Leandro 2035 General Plan is <br />adopted that could providepotential fair share contributions to fund needed <br />improvements (Draft EIR page 4.13-52).
