SAN LEANDRO GENERAL PLAN UPDATE FINAL EIR <br />CITY OF SAN LEANDRO <br />COMMENTS AND RESPONSES <br />PLACEWORKS 5-7 <br />TABLE 5-1 COMMENTS AND RESPONSE MATRIX <br />Comment # Date Comment Response <br />A03 7/13/2016 Saravana Suthanthira, Principal Transportation Planner, Alameda County Transportation <br />Commission <br /> <br />A03-01 Thank you for the opportunity to comment on the Draft Environmental Impact Report <br />(DEIR) for the City of San Leandra's General Plan Update. The proposed Plan would <br />replace the City's existing General Plan (updated in 2002). The proposed General Plan <br />Update will guide development and conservation in the city through the 2035 buildout <br />horizon of the General Plan. For most of San Leandro, the current land use designations <br />established by the 2002 General Plan would remain unchanged. The proposed Plan <br />removes the Office land use designation and includes the following new land use <br />designations: 1) medium-high density residential, 2) Bay Fair Transit-Oriented <br />Development, and 3) Industrial Transition. The majority of proposed changes consist of <br />the redesignation of sites that were previously designated as Office or the application of <br />the new land use designations to sites that were previously designated for other uses. <br />Implementation of the proposed General Plan is projected to result in in 5,595 new <br />housing units, 14,790 new residents, and 12,130 new jobs in 2035. <br /> <br />The Alameda County Transportation Commission (Alameda CTC) respectfully submits the <br />following comments: <br />This comment is an introductory remark and does not state a specific concern or <br />question regarding the sufficiency of the analysis contained in the Draft EIR, nor <br />does the comment raise a new environmental issue. No further response is <br />required. <br />A03-02 • The document should reflect the following status update of some of Alameda CTC and <br />the regional planning processes: <br />o Alameda CTC adopted its latest Countywide Transportation Plan (CTP) in 2016, and <br />projects listed in the CTP served as Alameda County's input to MTC's current update <br />to Plan Bay Area 2040 (scheduled for adoption in Summer of 2017). <br />o Alameda CTC has completed and approved several Countywide plans as of June <br />2016, including the Countywide Multimodal Arterial Plan, the Countywide Transit Plan, <br />and the Countywide Goods Movement Plan. <br />o In order to assess the existing circulation conditions in San Leandro, the DEIR <br />gathered information on freeway and highway segments from Alameda CTC's 2014 <br />Level of Service Monitoring; note that the most recent 2016 C14 Level of Service <br />Monitoring has been completed and results are available on this webpage: http: <br />//www.alamedactc.org/app pages/view/ 8091 <br />The Notice of Preparation of the Draft EIR was issued on November 4, 2014. The <br />actions mentioned by the commenter occurred or were approved after the Notice <br />of Preparation was issued and therefore were not included as part of the baseline <br />evaluation. However, the City appreciates the Alameda CTC providing this updated <br />information. <br />A03-03 • Alameda CTC notes that the DEIR has included a VMT assessment in line with the <br />pending update of the California Environmental Quality Act (CEQA) guidelines by the <br />Office of Planning and Research (OPR). Alameda CTC has not set thresholds for a VMT <br />assessment and is also closely monitoring the development of the CEQA guidelines <br />update. <br />The comment does not state a specific concern or question regarding the <br />sufficiency of the analysis contained in the Draft EIR, nor does the comment raise a <br />new environmental issue. No further response is required. <br />A03-04 • The Alameda CTC's Congestion Management Program (CMP) does not establish <br />significance performance analysis thresholds for designated roadways for the purposes <br />of Land Use Analysis Program (LUAP). Please modify the language on pages 4.13-32 and <br />4.13-34 to reflect that. <br />The text on pages 4.13-32 and 4.13-34 of the Draft EIR has been revised to clarify <br />the source for the identified thresholds of significance. LOS D is the threshold used <br />for CMP features, based on the City’s threshold and prior traffic studies in the city, <br />as shown in Chapter 3 of this Final EIR. <br />A03-05 • The Alameda CTC's CMP requires that the DEIR address potential impacts to not only Page 4.13-53 of the Draft EIR discussion of CMP facilities clarifies that potential
