A recy- <br />cling facility consists of a reverse vending machine, collection facility, or pro- <br />cessing facility, as defined below. A recycling collection facility may also consist <br />of a facility for the collection of reusable household goods or clothes by a chari- <br />table organization. <br /> <br />a. “Collection Facility” is a center for the acceptance by donation, redemption, <br />or purchase of recyclable materials from the public. <br />i. “Small collection facilities” occupy less than five hundred (500) square <br />feet and may include: <br /> <br />- Bulk reverse vending machines or a grouping of reverse vending <br />machines occupying more than fifty (50) square feet; <br /> <br />- Kiosk-type units that may include permanent structures; or <br /> <br />- Unattended containers placed for the donation of recyclable <br />materials. <br /> <br />ii. “Large collection facilities” occupy more than five hundred (500) square <br />feet and may include permanent structures as well as mobile units, bulk <br />reverse vending machines, kiosk-type units. <br /> <br />b. “Processing Facility” is a building or enclosed space used for the collection <br />and processing of recyclable materials. Processing means the preparation of <br />material for efficient shipment, or to an end-user’s specifications, by such <br />means as baling, briquetting, compacting, flattening, grinding, crushing, me- <br />chanical sorting, shredding, cleaning, and remanufacturing. <br /> <br />i. A “light-processing facility” occupies less than forty-five thousand <br />(45,000) square feet, all activities are conducted entirely within an <br />enclosed building, and includes equipment for baling, briquetting, <br />crushing, compacting, grinding, shredding and sorting of source- <br />separated recyclable materials, except ferrous metals other than food <br />and beverage containers, and repairing of reusable materials. (See <br />Subsection B “Permits Required.” <br /> <br />ii. A “heavy-processing facility” is any processing facility other than a light- <br />processing facility. <br /> <br />4. “Reverse Vending Machine(s)” is an automated mechanical device that accepts <br />at least one or more types of empty beverage containers such as aluminum <br />cans, glass and plastic bottles, and issues a cash refund or a redeemable credit
