The use, handling, storage, and transportation of radioactive <br />materials shall comply with the provisions of the California Radiation Control Regula- <br />tions and any other applicable laws. <br /> <br />G. Hazardous and Extremely Hazardous Materials. The use, handling, storage, and <br />transportation of hazardous and extremely hazardous materials, including biologically <br />hazardous material, shall comply with the provisions of the California Hazardous Ma- <br />terials Regulations and the San Leandro Uniform Fire Code. <br /> <br />H. Heat and Humidity. Uses, activities, and processes shall not produce any unreasona- <br />ble, disturbing, or unnecessary emissions of heat or humidity, at the property line of <br />the site on which they are situated that cause material distress, discomfort, or injury to <br />a reasonable person. <br /> <br />I. Electromagnetic Interference. Uses, activities, and processes shall not cause elec- <br />tromagnetic interference with normal radio or television reception or with the function <br />of other electronic equipment beyond the property line of the site on which they are <br />situated. <br /> <br />J. Evidence of Compliance. The Zoning Enforcement Official may require such evidence <br />of ability to comply with performance standards as he or she deems necessary prior <br />to issuance of a zoning permit or any other required permit. (Ord. 2001-015 § 1) <br /> <br />4-1672 Earth Station and Microwave Equipment <br /> <br />A. Purpose. To ensure that amateur radio antennas and satellite and microwave dish <br />earth stations and equipment do not have an adverse impact on aesthetic values and <br />public safety in residential, commercial, and industrial areas, installation of these <br />earth stations and equipment is governed by the following controls. The intent of <br />these regulations is only to locate such earth stations and equipment where they are <br />least visible from public rights-of-way in the vicinity, while not burdening adjacent <br />property owners with adverse visual impacts. The intent is not to discriminate against <br />dish earth stations in favor of other communications facilities. <br /> <br />B. Permit Required. A zoning permit shall be required for the installation of amateur ra- <br />dio antennas, a satellite or microwave-receiving earth station, and a use permit shall <br />be required for the installation of microwave transmitting and relay equipment. In con- <br />sidering a permit application, the Zoning Enforcement Official or Board of Zoning Ad- <br />justments shall balance the imposition of all applicable codes, regulations, and stand- <br />ards of the City of San Leandro with the applicant’s right to receive satellite transmis- <br />sions without unreasonable limitations on transmission reception or the imposition of <br />costs which are excessive in light of the purchase cost of the equipment. <br />
