Permanent on-site hazardous waste facilities at locations where hazardous <br />waste is produced and which are owned by, leased to, or under the control <br />of the producer of the waste. <br /> <br />3. All such facilities (i.e., off-site, on-site, household hazardous waste collection, <br />and TTUs) shall obtain all necessary state licensing and Certified Unified Pro- <br />gram Agencies (CUPA) approvals to install and operate. <br /> <br />4. A conditional use permit for a hazardous waste facility shall be granted for only <br />those substances and quantities identified in the conditions of approval. No addi- <br />tional types of wastes or increases in the quantity of approved wastes shall be al- <br />lowed beyond those specified in the approved permit, unless a separate applica- <br />tion is made, which shall satisfy the same procedures and contents as those re- <br />quired in an initial application. <br /> <br />C. Procedure. Applications for hazardous waste facilities as defined by this Section shall <br />follow the procedure specified by Article 8.7 of the State Health and Safety Code and <br />Article 22 of the Zoning Ordinance pertaining to use permits. <br /> <br />D. Application Requirements. <br /> <br />The information listed below is required at the time a hazardous waste facility applica- <br />tion for an off-site facility is submitted to the Community Development Department: <br /> <br />1. A complete development case application signed by the property owner or their <br />authorized representative. <br /> <br />2. A non-refundable deposit or fee as set forth by ordinance or resolution of the City <br />Council. <br /> <br />3. Any deposit for technical assistance pursuant to Section 25199.7 (g) of the State <br />Health and Safety Code. <br /> <br />4. A letter of justification describing the proposed project and explaining how it will <br />satisfy the findings in Section 4-1684.J. <br /> <br />5. Information required for public meetings and hearings, as determined by the <br />Community Development Director. <br /> <br />6. A scaled, fully-dimensioned site plan and development plan drawn in sufficient <br />detail to clearly describe the following: <br /> <br />a. Physical dimensions of property and structures; <br />
