Repositories are prohibited from locating in <br />areas within twenty-five percent (25%) slope or greater or in areas <br />subject to liquefaction or subsidence. <br /> <br />3. Protect Surface and Groundwater Quality. <br /> <br />a. Groundwater. <br /> <br />i. All Facilities. Facilities shall be fully enclosed by containment structures <br />of impermeable materials, which would contain any unauthorized <br />release of hazardous material. Facilities shall be equipped with leak <br />detection and spill control and recovery capability. <br /> <br />ii. Facilities are also encouraged to locate outside of areas where <br />groundwater is within twenty (20) feet of the natural land surface. Facilities <br />may locate in these areas only with increased engineered design features <br />such as horizontal and vertical containment and monitoring systems to <br />ensure protection. Subsurface storage or treatment operation is <br />prohibited. <br /> <br />b. Surface Water Quality. <br /> <br />All Facilities. Developers, Operators and Owners shall comply with the re- <br />quirements of the Statewide General Stormwater Permits; the Municipal Re- <br />gional Stormwater Permit and Alameda Countywide Clean Water Program <br />requirements. <br /> <br />c. Wastewater. <br /> <br />All Facilities. Facilities operating wastewater should locate in areas with ad- <br />equate industrial sewer capacity. The quality of wastewater must meet all <br />federal, state, and local sewering agency discharge requirements, and the <br />facility must obtain a valid industrial wastewater discharge permit. <br /> <br />4. Protect Air Quality. <br /> <br />a. Air Quality Non-Attainment and PSD Areas. <br /> <br />All Facilities. Facilities may be sited in non-attainment and PSD (prevention <br />of significant deterioration) areas only if they meet the requirements of the <br />Bay Area Air Quality Management District. The required health and safety <br />assessment will identify air emissions, impacts and mitigation associated <br />with the facility. <br />
