Principal or Accessory Use. Wireless telecommunications facilities may be con- <br />sidered either principal or accessory uses. A different existing use or an existing <br />structure on the same lot shall not preclude the installation of a wireless tele- <br />communications facility on such lot. For purposes of determining whether the in- <br />stallation of a wireless telecommunications facility complies with zoning district <br />development regulations, including, but not limited to, set-back requirements, lot- <br />coverage requirements, and other such requirements, the dimensions of the en- <br />tire lot shall control, even though the wireless telecommunications facility may be <br />located on leased parcels within such lots. <br /> <br />2. Co-Location. All new wireless telecommunications facilities shall co-locate with <br />other existing or with planned new wireless telecommunications facilities when- <br />ever feasible and when doing so will minimize potential visual impacts. Co- <br />locations shall be processed in accordance with the prevailing State and/or Fed- <br />eral rules and regulations. <br /> <br />F. Specific Design Criteria. The following design standards shall govern the siting, de- <br />sign and location of all wireless telecommunications facilities; provided, however, that <br />the Board of Zoning Adjustments may waive these requirements if it determines that <br />the goals of this Section are better served thereby. <br /> <br />1. Freestanding Towers and Ground-Mounted Facilities. <br /> <br />a. Freestanding towers and ground-mounted wireless telecommunications fa- <br />cilities shall either maintain a galvanized steel finish or be painted a neutral <br />color, as determined by the City, so as to reduce visual impacts and blend <br />into the landscape or visual backdrop against which they will be seen to the <br />greatest extent possible, unless otherwise required by the FAA. <br /> <br />b. Freestanding and ground-mounted wireless telecommunications facilities <br />shall incorporate camouflaging techniques, such as alternative tower struc- <br />tures, wherever feasible and shall be located in areas where existing topog- <br />raphy, vegetation, buildings or other structures provide the greatest amount <br />of screening to minimize visual impacts. <br /> <br />c. Alternative tower structures, such as treepoles shall incorporate enough ar- <br />chitectural branches (including density, needle count and vertical height), <br />three (3) dimensional bark cladding, and other design materials or appropri- <br />ate techniques to cause the structure to appear as a natural element of the <br />environment. Treepoles shall be integrated into the surrounding environment <br />through the planting of trees and/or shrubs distributed around the entire facil- <br />ity to appear as a naturally occurring or integrated landscape element. <br />
