Basically, as I have stated
previously ,to restrict density to only three stories Is the height of folly. As we all know,
San Leandro has never met its housing requirements and probably never will. The idea
is also probably discriminatory against minorities as height limits will limit the number of
housing units necessary to construct affordable housing within the City.
San Leandro only has 11 .7 sq miles of building land and must rely to meet its housing
requirements. San Leandro had its housing boom in the fifties/sixties and since then
has not been able to do this again. To not allow residential at the Westlake site was a
great disappointment to me; we all worked long and hard on the TOD study and that policy was modified to the detriment of meeting the City's housing needs.

Lastly, to restrict height limits to 3 stories is the worst idea in the City's 144 year old
history.
Thanks, Tony Santos, former Mayor
