City of San Leandro <br />Meeting Date: September 19, 2016 <br />Staff Report <br />Agenda Section:File Number:16-415 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Appropriating Capital Funds for Existing Project <br />Purposes in Accordance with the City Charter <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends City Council’s renewal of current and remaining appropriations of capital <br />funds for existing projects to meet San Leandro Municipal Code Article V, Section 520 <br />requirement for re-appropriation of funds after five fiscal years and allow for their completion. <br />BACKGROUND <br />The City Council appropriates funds for each project via the City budget or a project specific <br />resolution. Article V, Section 520 of the San Leandro Municipal Code specifies that <br />appropriations of capital funds may be carried forward for not more than five fiscal years. <br />Analysis <br />The projects listed below were originally funded more than five years ago and are still in <br />progress for the reasons described below. Completion of these projects will require use <br />of the remaining portion of the original appropriation. <br /> <br />Water Pollution Control Plant (WPCP) Rehabilitation: <br />The WPCP Rehabilitation project reconstructed the existing City-owned sewage treatment <br />facility located at 3000 Davis Street. Based on a comprehensive study of the WPCP <br />deficiencies and current compliance requirements, a number of new treatment features were <br />constructed and a few existing features were either replaced, or renovated. While construction <br />is complete on the main aspects of the project, the following two significant outstanding items <br />will be addressed under separate construction contracts associated with the WPCP <br />Rehabilitation Project: <br />1.Demolition of the old Fixed Film Reactor has been delayed while staff evaluates <br />Page 1 City of San Leandro Printed on 9/13/2016
