COMMENT LETTER # A04 <br />Ally 14, 201 <br />Tom Liao, Community Development Director <br />Community Development Department <br />City of an Leandro <br />835 East 14" Street <br />Santeandro, CA 94577 <br />Re: Notice of Availability of a Draft Environmental Impact Report .for the City of San Leandro <br />2035 General Plan <br />Dear Mr. Liao. <br />East Bay Municipal Utility District (EBMUD) appreciates the opportunity to comment on the <br />Notice of Preparation of'a Draft Environmental Impact Report (EIR) for the City of an Leandro A04-01 <br />(City) 2035 General Plan. EBMUD has the following comments, <br />EBMUD's Central Pressure Zone with a service elevation between 0 and 100 feet, Upper San <br />Leandro Pressure Zone with a service elevation between 100 feet and 275 feet, and Proctor <br />Pressure Zone with a service elevation between 350 and 500 feet will serve the General Plan, <br />area. Any development project associated with the City's General Plan will be subject to the <br />following general requirements. <br />Depending on the size and/or squat footage, the lead agency for future individual projects <br />within the City's General Plan area should contact EBMUD to request a Water Supply <br />Assessment (WSA) for projects that meet the threshold ofa: WSA pursuant to Section 15155 of <br />alae California Environmental Quality Act Guidelines and Sections 10910-10915 of the <br />California Water Code. EBMUD requires the project sponsor to provide future water demand <br />data and estimates for the project site for the analysis of the WSA. Please be aware that the <br />WSA can take up to 90 days to complete from the day on which the request is received. <br />Main extensions that may be required to serve any specific development projects to provide <br />adequate domestic water supply, fire flows, and system redundancy will be at the project <br />sponsor's expense. Pipeline and fire hydrant relocations and replacements due to modifications <br />of existing streets, and off-site pipeline improvements, also at the project sponsor's expense, may <br />be required depending on EBMUD metering requirements and fire, flow requirements set by the <br />local fire department. When the development plans are finalized, all project sponsors should <br />contact EBMUD's New Business Office andrequest a water service estimate to determine costs <br />and conditions of providing water service to the development.
