<br />cabinet, safe, vault or room within the enclosed, locked facility. <br /> <br />Blüm SL will be equipped with a centrally-monitored fire and burglar alarm system. The system will be <br />provided by a company properly licensed by the State of California, Department of Consumer Affairs <br />Bureau of Security and Investigative Services, in accordance with California Business & Professional Code <br />7590 et seq., and whose agents are properly licensed and registered under applicable laws. Authorized <br />law enforcement will have access to the live feed at all times and in real time. Access granted to any other <br />individuals will be approved and documented by the Blüm SL General Manager and Security Manager. <br />Exterior premises will be secured and alarmed so as to prevent unauthorized entry, and will be equipped <br />with latches that may be released quickly from the inside to allow exit in the event of an emergency. <br />Commercial grade exterior lighting will provide adequate light on the exterior of the establishment to <br />ensure proper video coverage of all persons and activities on the property. Security systems will also <br />include an array of physical deterrents such as access controlled doors, fixed/remote panic switches, <br />bulletproof glass check-in, walk-in vaults, and proper time-lock signage, and wherever possible ‘trap door’ <br />systems will be utilized. Please see the Operating Plan Appendix for a detailed layout. <br /> <br />Security Personnel <br />During business hours there will be a security staff of not less than three uniformed, unarmed guards, and <br />with training specific to the special needs of clients and staff. The security staff will carry a “Security Guard <br />Card” at all times and shall not be equipped with firearms or Tasers. Security guards will practice non- <br />confrontational, high profile techniques to deter robbery, theft, and disturbances. The security force will be <br />trained in non-confrontational contacts and de-escalation techniques that utilize verbal communication. <br />Such training will include limited physical force techniques in responding to clients and visitors to the facility. <br />A cell phone or direct connect device will be provided to ensure constant communications between <br />management, staff, and security staff personnel. <br /> <br />If security staff identifies a patient engaging in the unlawful resale of medicine, security staff are required to <br />notify Blüm SL operating staff immediately. Upon receipt of such notification, Blüm SL operating staff will <br />immediately cease providing medical cannabis products to the patient, and within 24 hours will report the <br />incident details to the Chief of Police, the Alameda County of Public Health Department, and the physician <br />who issued the medical recommendation to the patient. Blüm SL operating staff will maintain a record of all <br />incidents where patients unlawfully provided or attempted to provide medicine to non-members. <br /> <br />Employee Policies and Training <br />Blüm SL has implemented employee policies and training that are fully compliant with local, state, and <br />federally required employment practices. However, Blüm SL’s success and longevity are directly tied to <br />operating and maintaining a culture of safety and security for the community, its patients, and its <br />employees. All staff will therefore be required to take leadership training because Blüm SL management <br />believes the core of leadership is rooted in ethics and professionalism. Such training will encourage <br />participants to engage in dialogue on ethics, values, principles, and how they relate to personal and <br />professional integrity. Other leadership training concepts include suspension of assumptions, blame vs. <br />accountability, and the power of choice. Blüm SL believes personal responsibility empowers staff to report <br />suspicious or criminal activity and reinforces each employee’s commitment to the safety and security of the <br />dispensary. <br /> <br />All employees will receive comprehensive security training in accordance with Blüm SL’s training plan, a <br />copy of which detailed training plan is available upon request. Before commencing employment, mandatory <br />employee training shall include without limitation: (1) The proper use of security measures and controls <br />adopted by the medical cannabis establishment for prevention of diversion, theft or loss of cannabis; (2) <br />Procedures and instructions for responding to an emergency; and (3) State and federal statutes and <br />regulations regarding confidentiality of information related to the medical use of cannabis. Employees are <br />required to immediately report any suspicious activity or security concerns to their supervisor as a condition <br />of employment. <br /> <br />Transactional, visitor, third-party contractor, and delivery security <br />Though, the City of San Leandro’s Ordinance does not address delivery, Blüm’s delivery service will be <br />consistent with State licensing requirements and regulations, which dictate amounts that may be delivered, <br />as will be set by the bureau of MMRSA, to each patient and prohibit delivery to areas that expressly prohibit
