<br />¥ Safety Measures- As discussed in the security section earlier herein, and in the <br />previous RFP submission, Blüm SL shall employ a full contingent of measures designed <br />to protect its patients and employees and any breach of peace within the dispensary or <br />any disturbance of public order or decorum. <br /> <br />¥ Increased vehicle and foot traffic- As noted in its Environmental Plan, Blüm SL shall <br />encourage its employees and patients to carpool and/or take public transportation, <br />whenever possible, to minimize neighborhood vehicle traffic. In addition, as noted <br />above, security guards will be responsible for maintaining the peace and public order <br />outside of the dispensary thereby mitigating any impact of increased foot traffic in the <br />area. <br /> <br />¥ Noise Abatement – the Blüm SL dispensary shall be designed with sufficient sound <br />baffling insulation so as to absorb noise that may be generated inside the dispensary. <br />Sound baffling will be sufficient to assure that noise is not audible on the exterior of the <br />premises, beyond that of normal commercial offices, or public rights-of-way, or any other <br />building or other separate unit within the same building as the dispensary. <br /> <br />¥ Odor Control - The dispensary shall be designed to provide sufficient odor <br />absorbing/scrubbing ventilation, using ozone filters and exhaust systems. Any odor <br />generated inside the dispensary should not be detected outside the building, on <br />adjacent properties or public rights-of-way, or within any other unit located within the <br />same building if the dispensary only occupies a portion of a building. <br /> <br />¥ Waste Reduction Plan- As required by SLMC Chapter 4-33, Blüm SL shall provide <br />litter removal services twice each operating day, on and in front of the premises and on <br />public sidewalks within one hundred feet (100') of the dispensary. This litter will be <br />recycled when possible to minimize impact on community landfills. In addition, as noted <br />in its environmental plan, Blüm SL shall employ waste management programs to <br />minimize waste production in all of its facilities. <br /> <br />¥ Water Conservation- As noted in its environmental plan, Blüm SL shall work with <br />EBMUD to develop water conservation protocols that shall be followed by all employees <br />throughout its facilities to ensure minimized water consumption. No cultivation will occur <br />at Blüm SL. cultivation occurs at the Blüm Oakland facility, which utilizes Terra Tech’s <br />proprietary “drip” irrigation system, a system considered to be one of the most efficient <br />water delivery systems in the industry. Blüm SL will also work with the City of San <br />Leandro and EBMUD to ensure that drought resistant landscaping is utilized wherever <br />possible.
