A conditional use permit granted for an off-site hazardous waste facility shall be <br />exercised within two (2) years from the effective date thereof, or within such addi- <br />tional time as may be set in the conditions of approval, which shall not exceed a <br />total of seven (7) years; otherwise, the permit shall be null and void. The term <br />"exercised" shall mean the beginning of substantial construction of the use that is <br />authorized, which construction must thereafter be pursued diligently to comple- <br />tion. <br />2. Permit review and renewal shall be determined at the time of approval and shall <br />not exceed five (5) years. <br />N. Household Hazardous Waste Collection Facilities. <br />Household hazardous waste collection facilities which meets the requirements of Arti- <br />cle 10.8 of the State Health and Safety Code shall meet the requirements of this Sec- <br />tion provided that the Community Development Director may exempt informational or <br />analysis requirements of Sections 4-1684.D, 4-1684.F, and 4-1684.G where the data <br />are determined to be nonessential for the approval of the permit. <br />O. Conflicts with Industrial Zone Standards. <br />Where conflicts in standards and requirements may exist between this section and <br />Article 7: Industrial Districts, the provisions of this Section shall take precedence. <br />P. Severability. <br />In the event that any one (1) or more of the phrases, sentences, clauses, paragraphs, <br />or sections contained in this ordinance shall be declared invalid or unenforceable by a <br />valid judgment or decree of a court of competent jurisdiction, such invalidity or unen- <br />forceability shall not affect any of the remaining phrases, sentences, clauses, para- <br />graphs, or sections of this ordinance which are hereby declared as several and shall <br />be interpreted to carry out the intent hereunder. (Ord. 2014-011 § 2; Ord. 2001-015 § <br />1) <br />4-1686 Wireless Telecommunications Facilities <br />A. Title, Purpose and Applicability. The provisions of this Chapter shall be known as the <br />Wireless Telecommunications Facilities regulations. The purpose and intent of these <br />regulations are to provide a uniform and comprehensive set of standards for the de- <br />velopment, location, siting, design and installation of wireless telecommunications fa- <br />cilities. These regulations are intended to balance the needs of the wireless commu- <br />nications providers, the regulatory functions of the City of San Leandro, the mandates <br />of State and Federal law and the potential impacts on the community and neighboring <br />Ordinance , Exhibit D: Amended Article 16 <br />Note: underlined and bolded text represents new text; s#ike thFough represents text to be eliminated <br />
