ten (10) percent of total site area and must not be visible from adjacent proper- <br />ties. All organic materials must be managed to avoid rodents, pests, odors and <br />leachates; <br />2. If the community garden is enclosed by fencing, the fencing shall be wood fenc- <br />ing or ornamental fencing. If chain-link or woven wire fencing is proposed, over <br />half of the fence area that borders a public right-of-way shall be covered by plant <br />material or other vegetative screening within three (3) years of the fence installa- <br />tion. All fencing shall comply with height and setback requirements in Section 4- <br />1682; <br />3. Use of mechanized farm equipment is generally prohibited; provided, however, <br />that during the initial site preparation of the land heavy equipment may be used. <br />Landscaping equipment designed for household use shall be permitted; <br />4. All farm equipment shall be enclosed or otherwise screened from sight. Chemi- <br />cals and fuels shall be locked in a structure when site is unattended; <br />5. Site drainage must be managed to comply with Alameda County Stormwater <br />Permit regulations; <br />6. Commercial deliveries and pickups are limited to one (1) time per day; <br />7. Row crops that reach thirty-six (36) inches in height, except for trees, are not <br />permitted in required front and corner side yards; <br />8. Trash receptacles must be provided and screened on at least three (3) sides <br />from public view; <br />9. Structures shall not exceed five hundred (500) square feet in floor area and are <br />limited to twelve (12) feet in height; <br />10. All lighting shall be shielded to avoid glare and off-site impacts; and <br />11. A community garden manager must be identified for each site and contact infor- <br />mation for said manager shall be provided on a posted sign. Said signage shall <br />be limited to two (2) square feet in area. <br />C. Application Requirements. Administrative Review approval is required for all commu- <br />nity gardens in accordance with Article 21. The information listed below is required at <br />the time an application for an Administrative Review is submitted: <br />1.
