2. That the proposed location of the restaurant, full-service or cafe and the <br />proposed conditions under which it would be operated or maintained will be <br />consistent with the General Plan; will not be detrimental to the public health, <br />safety or welfare of persons residing, or working in, or adjacent to, the <br />neighborhood of such use; and will not be detrimental to properties or <br />improvements in the vicinity, or to the general welfare of the City; <br />3. That the proposed restaurant, full service or cafe will not create adverse <br />impacts on traffic, including but not limited to on -street parking demand, or <br />create demands exceeding the capacity of public services and facilities which <br />cannot be mitigated. <br />H. Fast Food Establishments, Small Scale in the CC, SA, and Various DA Districts. <br />Subject to Administrative Review if the proposal is to establish or enlarge a fast <br />food establishment, small scale within five hundred (500) feet of a Residential <br />District. Zoning permit review pursuant to Article 21 shall include but is not limited <br />to a review of the proposal's generation of parking demand, hours of operation, and <br />signage. In order to assure consistency with the purpose of the applicable <br />commercial district, the Zoning Enforcement Official may impose conditions to limit <br />hours of operations and signage further than what is prescribed elsewhere in this <br />Code. The standard for approval is the Zoning Enforcement Official's ability to make <br />the required findings, as listed below: <br />1. That the proposed location and operation of the fast food establishment, small <br />scale, is in accord with the provisions of this code, and the purposes and <br />specific standards of the commercial district in which the site is located; <br />2. That the proposed location of the fast food establishment, small scale, and the <br />proposed conditions under which it would be operated or maintained will be <br />consistent with the General Plan; will not be detrimental to the public health, <br />safety, or welfare of persons residing, or working in, or adjacent to, the <br />neighborhood of such use; and will not be detrimental to properties or <br />improvements in the vicinity, or to the general welfare of the City; <br />3. That the proposed fastfood establishment, small scale will not create adverse <br />impacts on traffic, including, but not limited to, on -street parking demand, or <br />create demands exceeding the capacity of public services and facilities which <br />cannot be mitigated.
