City of San Leandro <br />Meeting Date: November 21, 2016 <br />Staff Report <br />Agenda Section:File Number:16-586 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to Submit <br />Applications for CalRecycle Rubberized Pavement Grant Program <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council authorize the City Manager to submit applications for <br />the CalRecycle Rubberized Pavement Grant Program. <br />The Rubberized Pavement Grant funds would be used in the five-year period following the <br />date of the resolution and could partially fund future Annual Street Sealing Projects for the use <br />of rubberized chip seals and also future Annual Overlay/Rehabilitation projects for the use of <br />rubberized asphalt concrete. <br />BACKGROUND <br />Asphalt rubber materials for hot-mix asphalt concrete paving and street sealing treatments <br />has been in use since the 1960’s, and is now quite common in southern California, Arizona, <br />Florida, and Texas. In 2010, asphalt rubber chip seal was used for the first time in San <br />Leandro as part of the Annual Street Sealing 2009-10 Project and has been used on <br />subsequent projects with satisfactory results. <br /> <br />CalRecycle, California's Department of Resources Recycling and Recovery, issues a <br />call-for-projects for its Rubberized Pavement Grant Program approximately once every year. <br />This program is essential to CalRecycle’s efforts to recycle and reuse solid waste that would <br />otherwise end up in California landfills. One hundred percent of the waste tires used to create <br />the rubberized asphalt materials used by this Program are generated in California. Each ton <br />of asphalt binder material contains at least 300 pounds of tire-derived crumb rubber, or 15% <br />by weight. <br />The Rubberized Pavement Grant Program consists of two parts.
