Community Choice Aggregation Feasibility Analysis Alameda County <br />June, 2016 2 MRW & Associates, LLC <br /> Considers three scenarios with differing assumptions concerning the amount of <br />carbon-free power being supplied to the CCA so as to assess the costs and <br />greenhouse gas emissions reductions possible with the CCA. <br /> Includes analysis of in-county renewable generation. <br /> Compares the rates that could be offered by the CCA to PG&E’s rates. <br /> Quantitatively explores the rate competiveness of the three scenarios to key input <br />variables, such as the cost of natural gas. <br /> Explores what activities a CCA might take with respect to administering <br />customer-side, energy efficiency programs <br /> Calculates the macroeconomic development and employment benefits of CCA <br />formation. <br />This study was conducted by MRW & Associates, LLC. MRW was assisted by Tierra Resource Consultants, who conducted all the research and analysis related to energy efficiency. MRW was <br />also assisted by Economic Development Research Group, which conducted all of the <br />macroeconomic and jobs analysis contained in the study. <br />This Study is based on the best information available at the time of its preparation, using publicly <br />available sources for all assumptions to provide an objective assessment regarding the prospects of <br />CCA operation in the County. It is important to keep in mind that the findings and recommendations reflected herein are substantially influenced by current market conditions within the electric utility <br />industry, which are subject to sudden and significant changes. <br />
