Community Choice Aggregation Feasibility Analysis Alameda County <br />June, 2016 1 MRW & Associates, LLC <br />Alameda County Loads and CCA Load Forecasts <br />MRW used PG&E bills from 2014 for all PG&E bundled service customers within the Alameda County region as the starting point for developing electrical load and peak demand forecasts for <br />the Alameda CCA program.8 Figure 2 provides a snapshot of Alameda County load in 2014 by <br />city and by rate class. PG&E’s total electricity load in 2014 from Alameda County bundled <br />customers was approximately 8,000 GWh.9 The cities of Oakland, Fremont, and Hayward were <br />together responsible for half the county load, with Berkeley, San Leandro, and Pleasanton also contributing substantially. Residential and commercial customers made up the majority of the <br />county load, with smaller contributions from the industrial and public sectors (Figure 3). This <br />same sector-level distribution of load is also apparent at the jurisdictional level for most cities, <br />with the exception of the city of Berkeley. The city of Berkeley’s load has a significant public- <br />sector footprint due to the presence of the University of California, Berkeley. <br /> <br />Figure 2.
