City of San Leandro <br />Meeting Date: December 5, 2016 <br />Staff Report <br />Agenda Section:File Number:16-625 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to Enter the City into a <br />Project Funding Agreement with the Alameda County Transportation <br />Commission for Discretionary funding provided by Measure BB Transportation <br />Sales Tax Revenue <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to enter the City <br />into a Project Funding Agreement with the Alameda County Transportation Commission <br />(Alameda CTC). The agreement will grant Measure BB funds to the City for street rehabilitation. <br />BACKGROUND <br />On November 4, 2014, the voters of Alameda County, pursuant to the provisions of the Local <br />Transportation Authority and Improvement Act, California Public Utilities Code Section 180000 et <br />seq., approved Measure BB, thereby authorizing Alameda CTC to administer the proceeds from <br />the extension of an existing one-half of one percent sales tax scheduled to terminate on March 31, <br />2022, and the augmentation of that tax by one-half of one percent. <br />The duration of the tax will be thirty years from the initial year of collection, which began on April 1, <br />2015, with the tax to terminate on March 31, 2045. The tax proceeds will be used to pay for the <br />investments outlined in the 2014 Alameda County Transportation Expenditure Plan (β2014 TEPβ), <br />as it may be amended. A portion of the annual proceeds is designated for discretionary funding <br />of transportation projects within the County of which $30 Million has been programmed over five <br />fiscal periods for the rehabilitation of San Leandro streets. <br />As the City has been granted $3,000,000 in discretionary funds for the fiscal year 2016-17, a <br />project agreement that sets forth the terms and conditions of the grant must be executed before <br />the City is eligible to receive the funds. <br />Page 1 City of San Leandro Printed on 11/29/2016
