Alameda CTC Agreement No. A16-0079 <br />Project No. 1468.020 <br /> <br />Appendix A – Page 3 <br />APPENDIX A-2 <br /> PROJECT PHASE DESCRIPTIONS <br /> <br />Phase 1: Scoping/Planning <br /> Evaluate system of streets and determine type and amount of street repair work that will maximize <br />the benefit received from the project budget. In general, the most beneficial use of the budget will <br />maximize the average street pavement condition index of the street system. <br /> Examine street segments that are candidates for each type of repair work determined above and <br />select the most suitable. <br /> <br />Phase 2: Preliminary Engineering/Environmental Studies <br /> Refine scope of work: evaluate green infrastructure and complete streets elements, as well as ADA <br />requirements. <br /> Determine consultants needed (if any) and obtain contracts for those services. <br /> Prepare CEQA documentation. <br /> Prepare topographic survey, investigate as built conditions, obtain existing utility information. <br /> Prepare 30% plans, specifications, and estimate showing extent and character of the work with <br />conceptual solutions for unusual conditions. <br /> Determine permit needs. <br /> <br />Phase 3: Final Design (PS&E) <br /> Prepare 70% plans, specifications, and estimate. <br /> Obtain permits (if needed). <br /> Prepare final plans and specifications setting forth the work to be performed in sufficient detail to <br />allow construction. <br /> Prepare an engineer’s estimate of project costs including construction, design, inspection, <br />construction management, and all other items needed for a complete project. <br /> <br />Phase 4: Utility Relocation/Protection <br />Manage and inspect utility relocation work done by utility companies (if any). <br /> <br />Phase 5: Construction <br /> Bid and award contracts for the work including responding to bidders’ questions and issuance of <br />clarifications as needed. <br /> Construct the work including construction management and inspection. <br /> <br />
