File Number: 16-647 <br />Conclusion <br />During negotiations, Human Resources staff conducted a total compensation study of police <br />officers and sergeants as compared to neighboring public agencies. The study, which included <br />the cities of Alameda, Berkeley, Fremont, Hayward, Livermore, Pleasanton, and Union City, <br />revealed San Leandro to be, on average, 5% below the median. In addition to these comparable <br />cities, it was also noted that the City of Oakland recently approved a Police Officers’ Association <br />agreement in which represented employees will receive a total 19.5% increase over a four-year <br />agreement. Salary increases are also reflected among other public safety personnel such as <br />Alameda County firefighters, who received a 4.33% increase effective January 1, 2016. As the <br />City of San Leandro competes with other agencies for the same pool of police officer applicants, <br />it is important to ensure that the City is able to continue attracting and recruiting well-qualified, <br />career-oriented employees. <br />Staff recommends approval of the proposed agreement, which will aide in keeping the City of <br />San Leandro competitive in the current labor market. <br />Previous Action <br />On March 18, 2013, by Resolution No. 2013-042, the City Council approved the prior SLPOA <br />MOU for the period January 1, 2013 through December 31, 2015. <br />Fiscal Impacts <br />The tentative agreement will on average result in a budgetary impact to the City’s General Fund of <br />approximately $2.5 million per year throughout the four-year life of the MOU. <br />The financial impact is approximately $28,800 in FY 2015-16; $1,246,785 in FY 2016-17; <br />$2,499,935 in FY 2017-18; $3,819,935 in FY 2018-19; and $2,341,480 in FY 2019-20 ending <br />December 31, 2019. <br />ATTACHMENTS <br />· San Leandro Police Officers’ Association Memorandum of Understanding (MOU) <br />PREPARED BY: Emily Hung, Human Resources Manager, City Manager’s Office <br />Page 4 City of San Leandro Printed on 11/29/2016
