City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />P a g e | 5 <br />new to over 70 years old. The oldest sewers are located in the northeastern portion of the City <br />from the Oakland city limits to Castro Street roughly between the Southern Pacific Railroad and <br />MacArthur Boulevard. This portion includes the downtown area and the oldest residential areas <br />of the City. <br />The City maintains roughly two thirds of the sewers within the City limits, primarily serving the <br />northern portion of the City. The remainder of the City is served by the Oro Loma Sanitary <br />District. The sewage from the City sewer system is conveyed to and treated at the San Leandro <br />Water Pollution Control Plant (WPCP). <br />The treatment plant produces high quality secondary effluent at a rate of 4.8 million gallons per <br />day (mgd). An average of 2.5 dry tons of biosolids suitable for recycling are removed from the <br />plant treatment process each day. <br />Section 1 – Goals <br />D.13.(i) Goals: The goal of the SSMP is to provide a plan and schedule to properly manage, operate, and <br />maintain all parts of the sanitary sewer system. This will help reduce and prevent SSOs, as well as <br />mitigate any SSOs that do occur. <br />The goals the City has established are: <br />To protect public health and the environment through the proper management of the <br />public wastewater collection system; <br />To professionally manage, operate and maintain all parts of the public wastewater <br />collection system; <br />To provide a safe work environment for employees; <br />To eliminate preventable SSOs; <br />To understand the condition of and to maintain infrastructure to maximize the life of the <br />collection system; <br />To be a part of the community and be a responsive public agency; <br />To provide adequate capacity to convey peak flows; <br />To effectively operate and maintain the collection system to minimize financial impacts <br />on customers; and <br />To adhere to the components of the SSMP. <br />Also included are the following specific goals: <br />Conduct a system-wide video inspection of all manholes and gravity mains every seven <br />years; <br />Clean 100% of all gravity mains annually; <br />Clean all pump station wet wells annually.
