File Number: 16-707 <br />The ADA Transition Plan 14-15 project successfully removed many access barriers at four of <br />the City’s most heavily used sites. The project improved accessibility at the Marina Park, the <br />Main Library, the Marina Community Center and the Civic Center for all members of our <br />community and visitors to our City. This work, prescribed by the City’s ADA Transition Plan, <br />reflects San Leandro’s values and commitments to the City Council’s goals. <br />Current Agency Policies <br />2013-15 City Council Goals: <br />·Maintain and enhance the City’s infrastructure <br />Previous Actions <br />·On May 16, 2016, by Resolution 2016-055, the City Council awarded a $339,950.00 <br />construction contract to Souto Brothers Landscaping & Concrete Construction, Inc. for <br />the subject project. <br />Applicable General Plan Policies <br />·Policy T-3.6 - Pedestrian Environment. Improve the walkability of all streets in San <br />Leandro through the planning, implementing, and maintaining of pedestrian supportive <br />infrastructure. <br />Permits and/or Variances Granted <br />Building Permits from the City’s Building and Safety Division were obtained prior to the start of <br />construction. <br />Environmental Review <br />This project was deemed categorically exempt from California Environmental Quality Act <br />(CEQA) per Section 15301(c) - Existing Facilities. A Notice of Exemption was filed with the <br />Alameda County Recorder’s office on April 8, 2016. <br />Summary of Public Outreach Efforts <br />This project was advertised on March 18, 2016 in the Daily Review as well as in three other <br />newspapers whose circulation reflects the diversity of San Leandro. Staff also notified <br />contractors interested in working with the City via email and sent plans to fifteen plan rooms. <br />Prior to construction, “No Parking” signage was posted at locations where work was to occur. <br />Engineering staff coordinated the construction dates with the various facility administrators <br />and users to ensure minimal disruption to the public. Additionally, temporary ADA parking <br />stalls were provided to accommodate disabled members of the public using the facilities <br />where construction occurred. <br />Page 2 City of San Leandro Printed on 2/16/2017
