Public Outreach 2 <br />2-3 <br />2.0 PUBLIC OUTREACH <br />The San Leandro Creek runs through highly varied environment in San Leandro <br />and Oakland, with neighborhoods representing a range of ethnicities and <br />income levels. While the physical conditions dictated if and how a trail could <br />be implemented along the creek, input from the public was an essential <br />part of the planning process and the final recommendations of this Plan. The <br />outreach efforts undertaken through the Plan provided important insights into <br />the needs and desires of the neighborhoods adjacent to the proposed Trail, <br />how they felt that a trail could benefit their community, and also important <br />concerns about the potential impacts of a trail. The project team utilized <br />several strategies to solicit input from neighborhood stakeholders, and the <br />information collected through this process was critical in determining the <br />recommended alignment for the Trail and identifying major issues to be <br />addressed in the design and operations of a future trail along the corridor. <br />The public outreach process for the San Leandro Creek Trail Master Plan <br />included local business owners, developers, government agency staff, city <br />officials, nonprofit organizations, neighborhood groups, and other interested <br />residents of San Leandro and Oakland. The community was engaged in <br />many different ways: <br />• Citizens Advisory Committee <br />• Technical Advisory Committee <br />• Public Workshops <br />• Community survey <br />2.1 CAC AND TAC MEETINGS <br />Four Citizens Advisory Committee (CAC) meetings and four Technical Advisory <br />Committee (TAC) meetings were held during the development of the Plan. <br />The CAC meetings attracted participation from people that represented a <br />wide variety of stakeholders, including students, business owners, property <br />owners and residents from several neighborhoods, bicycle and pedestrian <br />advocates, and neighborhood organizations. <br />The Technical Advisory Committee (CAC) included representatives of a <br />range of agencies that have some regulatory responsibility or other stake <br />in the creek corridor, including Caltrans, California Department of Fish and <br />Wildlife, East Bay Municipal Utility District, Alameda County Flood Control <br />and Water Conservation District, San Francisco Regional Water Quality <br />Control Board, Merritt College Environmental Management Program, as well <br />as departmental staff from the cities of San Leandro and Oakland. These <br />agencies were invited to participate to help identify potential regulatory <br />issues, constraints, and operational issues that would need to be considered <br />in developing the Plan’s final recommendations. <br />The CAC and TAC meeting dates are indicated in Table 2-1 For both <br />committees, meetings were held at key milestones of the project so that their <br />input could be considered as the analysis progressed. The discussion points <br />at each of the four meetings were similar for the CAC and TAC, as follows: <br />• Meeting #1: This meeting provided an introduction to the project. This <br />included the project origin, potential benefits of developing the Trail, <br />examples of best practices from trails in other communities, and an <br />overview of each segment of the corridor. <br />• Meeting #2: Committee members were asked to provide their initial <br />input on the potential alignments for the Trail. Since the project team <br />had determined that the Trail could probably not be constructed along <br />the creek for the entire length of the corridor, participants were invited <br />to review on-street alternatives to ensure east-west connectivity along <br />the corridor.
