Segment Analysis 4 <br />4-13 <br />4.3 SEGMENT 3: 98TH AVENUE TO RAILROAD/ I-880 <br />Segment 3 runs from 98th Avenue to west of the railroad tracks and Interstate <br />880 overpass. The segment changes from vegetated channel to a rectangular <br />open concrete channel. The maintenance road is on the top of the bank on <br />the south side of the channel, with width ranging from 16 to 20 feet. Some <br />repairs have been done to the channel in this segment in the recent past, <br />and the maintenance road seems to be in good condition. The route is well <br />shaded and ends at the railroad tracks at the end of this segment. The San <br />Leandro Creek is flanked by residential land use on the north side and industrial <br />uses on the south. Columbia Gardens Park is also located on the north side of <br />the Creek. There is open space in the eastern end of the segment and can <br />be accessed via Empire Road. <br />Similar to the previous segment, this segment has an important crossing at <br />98th Avenue. With three lanes of traffic in each direction and a raised median, <br />98th Avenue is a major arterial in the City of Oakland, providing access to <br />I-880 in the north.
