IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2017-030 <br />RESOLUTION REQUESTING CONGRESSIONAL SUPPORT FOR HOUSE <br />RESOLUTIONS 3384, 3965, AND 5075, AND SENATE BILL 2761 <br />WHEREAS, portions of San Leandro and other communities are frequently disturbed by <br />aircraft noise, particularly since the implementation of Northern California Metroplex; and <br />WHEREAS, House Resolution 3384, also known as the "Quiet Communities Act", calls for <br />reestablishing the Environmental Protection Agency's Office of Noise Abatement and Control. The <br />Office would, among other actions, carry out a national noise control program and carry out a study of <br />airport noise; and <br />WHEREAS, House Resolution 3965, also called the "Community Accountability Act," would <br />direct the Administrator of the Federal Aviation (FAA) to improve the process for establishing and <br />revising flight paths and procedures to limit the negative impacts on the human environment in the <br />vicinity of airports; and <br />WHEREAS, House Resolution 5075, also called the "Airplane Impacts Mitigation Act," would <br />require the Administrator of the FAA to commission a study of the health impacts of airplane flights on <br />affected residents of certain metropolitan areas, including the San Francisco Bay Area; and <br />WHEREAS, Senate Bill 2761, also called the "FAA Community Accountability Act," would <br />require the Administrator of the FAA to take actions to limit the impacts on the human environment in <br />the vicinity of affected airports resulting from the implementation of Metroplex. It would also require <br />the Administrator of the FAA to appoint a FAA Community Ombudsman in each FAA region to liaise <br />with affected communities regarding effects of aircraft noise, pollution and safety. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE to request <br />that San Leandro's Congressional Delegation support House Resolutions 3384, 3965 and 5075, and <br />Senate Bill 2761 to advance local efforts to reduce aircraft noise and other environmental impacts on <br />communities throughout the nation. <br />Introduced by Councilmember Lee and passed and adopted this 6th day of March, 2017, by <br />the following vote: <br />Members of the Council: <br />AYES: Councilmembers Ballew, Cox, Hernandez, Lee, Lopez, Thomas; <br />Mayor Cutter (7) <br />NOES: None (0) <br />ABSENT: None <br />ATTEST: <br />Tami reenwood, City Clerk <br />(0) <br />
