EXHIBIT A <br />SCOPE OF SERVICES FOR CITY OF SAN LEANDRO FUNDS <br />(March 1, 2017 — June 30, 2018) <br />PROJECT GOALS AND OBJECTIVES <br />Rebuilding Together Oakland East Bay will perform and manage the performance of staff, skilled and unskilled <br />volunteers, and contractors as needed, to perform home assessments for the purpose of determining necessary home <br />repairs or modifications, or small repairs, or landscape beautification and primary critical needs of homeowners in <br />owner -occupied mobile homes at Trailer Haven Mobile Home Community in San Leandro, CA. <br />By completing needed repairs to correct deficiencies caused by deferred maintenance, Rebuilding Together Oakland <br />East Bay will preserve existing affordable housing and revitalize and stabilize the community for the low- and moderate - <br />income mobile homeowners at Trailer Haven. <br />While Trailer Haven is permitted to have 160 mobile home spaces and 34 RV spaces, there are currently only 139 <br />resident -owned mobile homes at Trailer Haven. <br />MAJOR ACTIVITIES <br />Rebuilding Together Oakland East Bay will use the funds to repair owner occupied mobile homes in the Trailer Haven <br />Mobile Home Community. A combination of skilled staff, skilled and unskilled volunteers, discounted services and <br />materials would be used to complete the necessary repairs. <br />Client Outreach <br />Rebuilding Together Oakland East Bay will conduct outreach and communications with owner -occupied residences in <br />the Trailer Haven community to identify eligible and interested homeowners who need and are interested in these <br />services at no cost. <br />The eligibility process includes collection of tax returns, proof of ownership and information about number of persons <br />living in the home. <br />Repair grants/services are limited to client/ homeowners residing in the Trailer Haven Mobile Home Community. Only <br />owner -occupied mobile home units will be eligible for inspections and repairs. <br />Services Provided <br />Rebuilding Together Oakland East Bay will make repairs that target deficiencies that address safety, health, mobility <br />and independence. Staff, trained volunteers, and qualified contractors as needed, will assess the needs of each home <br />and homeowner. Staff will make final determination of appropriate and achievable scopes of work that balance <br />homeowner need and the available financial resources to achieve project deliverables per this contract. <br />Common exterior repairs include roofs, gutters, fences, steps porches, debris removal, landscaping and paint. The <br />interior repairs that address safety, comfort, independence and energy efficiency include grab bars, handrails, new <br />flooring, plumbing, electrical, heaters, windows and energy efficient appliances. <br />Consulting Services Agreement between City of San Leandro and <br />Rebuilding Together Oakland East Bay Exhibit A Page 1 of 2 <br />
