City of San Leandro <br />Meeting Date: March 20, 2017 <br />Resolution - Council <br />Agenda Section:File Number:17-023 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION to Approve a Consulting Services Agreement for $150,000 <br />Between the City of San Leandro and Rebuilding Together Oakland East Bay <br />for the Provision of Housing Rehabilitation Grants to Mobile Home Owners at <br />the Trailer Haven Mobile Home Community, and City Council Approval of <br />Appropriating $150,000 General Fund Economic Uncertainty Reserves to fund <br />the Consulting Services Agreement Grant Program <br />WHEREAS, after 79 years of continuous ownership by a single operating entity, Trailer <br />Haven Mobile Home Park was sold in August 2016 and the City received $98,400 in Real <br />Property Transfer Tax in fiscal year 2016-17 and should receive an additional $18,000 in <br />property tax revenue annually thereafter; and <br />WHEREAS, the City Council declares that it is in the public interest to support and <br />retain affordable housing because doing so strengthens neighborhoods, supports ethnic and <br />income diversity, preserves communities and community resiliency, and allows residents to <br />live, work and play close to their homes; and <br />WHEREAS, in September 2016 the new owner and its management company <br />provided a 90-day notice to tenants that rent increases would take effect on January 1, 2017. <br />The rent increase averaged $117 per trailer space and was in addition to a new $45 sewer <br />and water fee; and <br />WHEREAS, a housing rehabilitation grant program to be administered by Rebuilding <br />Together and paid for by revenue received by the City has been developed to assist owner <br />occupied mobile homes at Trailer Haven, which could become a model for future grant <br />programs to support and preserve affordable housing, which is vital to San Leandro’s grown <br />and community resiliency; and <br />WHEREAS, an agreement between the City of San Leandro and Rebuilding Together <br />Oakland East Bay, a copy of which is attached, is presented to this City Council; and <br />Page 1 City of San Leandro Printed on 3/13/2017 <br />145
