File Number: 17-172 <br />Analysis <br />There are no proposed changes to the Draft of the FY 2017-2018 Annual Action Plan. <br />Congress is reviewing the FY 2017 federal budget including funding for HUD and related <br />programs such as CDBG and HOME. HUD funding is therefore currently in budgetary limbo. <br />The final budget appropriation for FY 2017 should be available in the next few weeks. The <br />City’s FY 2017-2018 Annual Action Plan presented tonight is based on the assumption that <br />the City will receive the same CDBG entitlement grant amount as FY 2016-17. <br />HUD revised the statutory May 15th annual deadline for submittal of the Action Plan and <br />instructed CDBG grantees not to submit their FY 2017-2018 Action Plan until after the FY <br />2017 allocations have been announced. As in years past, staff will proportionately increase or <br />decrease all of the proposed activities’ budgets from the current estimated funding levels to <br />match the actual or final allocation amount from HUD. <br />The City will have 60 days after the date HUD announces the CDBG allocations for FY 2017, <br />but no later than August 16, 2017, to submit its FY 2017-2018 Action Plan to HUD. <br /> <br />Current City Council Policy <br />Current City Council Policy is defined by the FY 2015-2019 Consolidated Plan, adopted by <br />Resolution No. 2015-080 on April 20, 2015. <br />Previous City Council Action(s) <br />A public hearing was held on April 3, 2017, to consider the proposed FY 2017-2018 Annual <br />Action Plan, receive public comments, start the 30-day public comment period for the plan, and <br />set a second public hearing date for May 1, 2017 to consider public comments and adopt the <br />plan. <br />Applicable General Plan Policies <br />The Consolidated Plan addresses the goals of the Housing Element of the General Plan, such <br />as increasing the supply of affordable for-sale and rental housing, providing opportunities for <br />home ownership, preserving and rehabilitating existing affordable owner-occupied and rental <br />housing, and addressing populations of particular need. <br />Environmental Review <br />National Environmental Protection Act (NEPA) and California Environmental Quality Act, when <br />applicable, review will be conducted for each project or activity approved by the City Council. <br />Neither CEQA nor NEPA apply to the FY 2017-2018 Consolidated Annual Action Plan. <br />Summary of Public Outreach Efforts <br />In accordance with the City’s Citizen Participation Plan, which is required under the HUD <br />Consolidated Plan regulations, notices of both public hearings (with partial translations in <br />Spanish and Chinese) were published in The Daily Review and sent to the CDBG mailing list <br />Page 2 City of San Leandro Printed on 4/24/2017 <br />72
