City of San Leandro <br />Meeting Date: June 19, 2017 <br />Staff Report <br />Agenda Section:File Number:17-340 ACTION ITEMS <br />Agenda Number:10.B. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for Resolution Authorizing the City Manager to Execute a <br />Purchase and Sale Agreement with BAU Bay Area Urban Development, LLC., <br />for Sale of Successor Agency-owned property at 2101 Marina Boulevard <br />(APN 079A-0568-005-00) <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council serving in its capacity as the Board of Directors of the <br />Successor Agency to the Redevelopment Agency of the City of San Leandro (Successor <br />Agency) approve the Resolution authorizing the City Manager, acting as the Executive <br />Director of the Successor Agency, to execute a Purchase and Sale Agreement with BAU Bay <br />Area Urban Development, LLC. for sale of Successor Agency-owned property at 2101 Marina <br />Boulevard, former Fire Station #11, in keeping with the Successor Agency’s Long Range <br />Property Management Plan. <br />BACKGROUND <br />In 2003, San Leandro Fire Station #11 was relocated from 2101 Marina Boulevard to a new <br />location on Williams Street; the Marina Boulevard property became surplus property. The <br />parcel at 2101 Marina Boulevard is a 0.35 acre property located in a district that includes <br />commercial, industrial, and residential uses. The parcel was conveyed from the City of San <br />Leandro to the former Redevelopment Agency in 2003 to carry out the Redevelopment Plan <br />for the West San Leandro-MacArthur Boulevard Redevelopment Project Area. The site <br />contains a one-story, 4,049 square foot concrete-block building and includes a rear fenced <br />and paved yard that accommodates approximately 30 off-street parking spaces. <br />The property at 2101 Marina Boulevard is among 22 properties owned by the Redevelopment <br />Agency of the City of San Leandro (“Redevelopment Agency”) when it was dissolved on <br />February 1, 2012 (as required by ABx1 26, amended by AB 1484 and SB 107, together, the <br />“Dissolution Law”).
