City of San Leandro <br />Meeting Date: July 17, 2017 <br />Staff Report <br />Agenda Section:File Number:16-557 ACTION ITEMS <br />Agenda Number:10.A. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a Resolution Approving the San Leandro Downtown Parking <br />Management Plan and Recommendations for Short-term Parking Action Plan <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve the San Leandro Downtown Parking <br />Management Plan and authorize the City Manager to proceed with a recommended <br />short-term parking action plan. <br />BACKGROUND <br />The San Leandro Downtown Parking Management Plan was funded by a grant from the <br />Sustainable Communities Technical Assistance Program (SC-TAP) of the Alameda County <br />Transportation Commission (ACTC). Under the direction of Community Development and <br />Engineering & Transportation staff and in coordination with ACTC, two consulting firms <br />(PlaceWorks and CDM Smith) have developed the draft plan. A City Council Work Session <br />on this subject was held on Monday, May 23, 2016. Through the Work Session, staff <br />received comments from City Council. This staff report seeks City Council’s approval of the <br />Downtown Parking Management Plan and attendant recommendations for a short-term <br />parking action plan. <br />The goal of the Downtown Parking Management Plan is to improve parking utilization by <br />implementing different parking policies in Downtown San Leandro. The plan analyzes parking <br />inventory, utilization, and turnover in the core downtown and periphery areas. The data <br />includes BART riders, employees of downtown businesses, shoppers, and residents who use <br />parking either for short durations or all-day. By understanding parking patterns, the City <br />hopes to adopt a strategy that will aid future land-use, economic development decisions and <br />increase the sustainability of the Downtown. <br />In the downtown area, the City controls about 3,239 parking spaces, of which 1,773 are <br />on-street and 1,466 are off-street parking in seven parking facilities, including the recently <br />Page 1 City of San Leandro Printed on 7/11/2017 <br />586
