<br /> <br /> <br />Memorandum <br /> <br />To: Reh-Lin Chen and Jeff Kay, City of San Leandro <br /> <br />From: Terri O’Connor, David Chew, and Ted Huynh, CDM Smith <br />Date: August 3, 2015 <br />Subject: Task 2.2 San Leandro Downtown Parking Demand Analysis <br /> <br />This technical memorandum documents and summarizes the demand-based parking model created <br />by CDM Smith for the City of San Leandro, focusing on the primary downtown core commercial <br />district and surrounding areas. The following are discussed in the remainder of the memo as <br />independent subsections: <br /> <br /> Definition of the modeled core demand area; <br /> <br /> Current land uses and the calculated demand-based parking rates based on existing on-street <br />space and off-street public facility occupancies; <br /> <br /> Anticipated future land uses and available parking supply for near-term and long-term future <br />scenarios; <br /> <br /> Summary of the customized shared parking model, based on the Urban Land Institute’s <br />Shared Parking Manual, and how the model was calibrated to reflect demand-based <br />conditions in the modeled San Leandro demand area; and <br /> <br /> Projected parking demand for future scenarios. <br />Demand Model Area <br />This section describes the study area used for the demand model analysis; the area boundary <br />comprises the land uses that was determined to be the primary area of downtown San Leandro <br />which generated the majority of the parking demand that utilize the available public parking <br />supply. The boundaries for the parking demand model are the same as the ones from the <br />Downtown San Leandro Parking Data Analysis memorandum conducted by CDM Smith from <br />December 2013. This was defined as being located roughly between the San Leandro BART station <br />to the west, San Leandro Creek to the north, Bancroft Avenue to the east, and Elsie <br />Avenue/Williams Street to the south. <br /> <br />Land uses within the study area include the San Leandro Main Library, the Pelton Shopping Center <br />and Washington Plaza, among other retail, restaurant and office land uses.
